The Santa Clara Valley Highway Associates (VHA) initiated value engineering (VE) studies for the Route 880 Coleman Avenue Interchange improvements, SR 87 North HOV Widening, SR 87 South HOV Widening, and SR 152 in San Jose, California. The focus of the VE studies was to improve the project value by analyzing its functional requirements and associated costs.

TRS assembled and managed a highly skilled VE team with transportation systems experience. Their expertise includes: structural engineering, tunnel engineering, highway engineering and environmental planning. The VE studies were conducted in accordance with the Caltrans Value Analysis Policy and Procedures (Chapter 19, PDPM); it was led by a Certified Value Specialist (CVS).

Following the VE studies, The VE team assembled the information from the team into VE Reports. These reports were provided to VHA for their technical review and approval.
