Measure A Highway Improvement Program

The Santa Clara County Traffic Authority was the agency responsible for administering the Measure A sales tax to fund highway improvements. This half-cent tax, approved by voters in 1984, raised approximately $1 billion. These improvements consisted of: complete construction of Highway 85 between Highway 101 in South San Jose and Highway 280 in Cupertino; widening of Highway 101 through Santa Clara County; as well as widening Route 237.

TRS provided construction management services and oversight of project construction schedules as well as program adherence to Measure A policies. TRS’ responsibilities included: project schedule monitoring, review and processing of contract change orders, value engineering, utility coordination, adherence to Measure A construction quality control, submittal compliance, identification and resolution of construction claims, in addition to public relations. TRS also assisted with Traffic Authority consultant selections for construction management services. Other duties included coordination with Caltrans, city and county municipalities, regulatory and other agencies. A partial list of projects TRS was responsible for include:

  • Route 85/17 Interchange
    Los Gatos, CA
    A $55 million project involving new highway, bridge, ramp, retaining wall, and soundwall construction, existing freeway and city street detour, realignment, freeway crossing and widening, as well as creek and flood channel improvement.
     
  • Route 85 from Prospect Road to Stevens Creek
    San Jose, CA
    A $31.5 million project involving new highway, bridge, ramp, retaining wall and soundwall construction, existing city street detour, realignment, widening, and freeway crossing, and creek and flood channel improvements.
     
  • Route 85 from Saratoga Creek to Prospect Road San Jose, CA
    A $15 million project involving new highway, utility bridge, retaining wall and soundwall construction as well as creek and flood channel improvements.
