San Francisco-Oakland Bay Bridge Seismic Retrofit Project

The Bay Bridge project consisted of retrofitting 16 spans along the east approach. The spans had the following composition: 6 spans of steel girder upper deck structure and reinforced concrete T-beam lower deck, 4 spans of steel girder single deck structure, and 6 spans of reinforced concrete T-beam single deck structure. The retrofit work consisted of: driving and drilling additional piling to enlarge and reinforce existing foundations; removing and replacing several existing columns; reinforcing existing structural steel members and installing restraining systems throughout the structure. The removal of existing columns and reinforcement of structural steel members involved the installation of major structural steel temporary supports. This minimized the inconvenience to the public by maintaining traffic on both levels of the Bay Bridge.

TRS provided construction field/office engineering and inspection services for this project. TRS staffed the construction management team with a Structure Representative, an Assistant Structure Representative and an Office Engineer. A considerable amount of time was spent reviewing contract documents, in order to establish the validity of potential claims for additional compensation or time extensions. Substantial claims were filed by the contractor for changes and delays caused by conflicts in the specifications and plans. TRS assisted in resolving the problems encountered, and as a result the project moved forward quickly and efficiently. In addition, TRS’ Structure Representative supervised a multitude of field and office staff to administer the contract.
