The Challenge:
Working on publicly funded construction projects with government agencies
requires submitting certified payroll reports for all contractors and
sub-contractors. These forms are manually gathered from multiple sources
and compiled a report that monitors contract and labor compliance. However,
this process can be labor intensive and cumbersome therefore resulting
in a high margin of error. The payment to subcontractors and contractors
could become a serious issue if these certified payrolls are not correct.
The Solution:
TRS developed a web-based Certified Payroll System that automates the
certified payroll data collection and reporting process. The system
can also be used to customize reports, such as tracking cost efficiency.

Now the industry can efficiently monitor labor compliance of a construction
contract. This system reduces costs by eliminating manual integration
of payroll data from multiple sources, at the same time making the data
more accurate and immediate. The project manager can review this data
and take appropriate actions.
Contractors also benefit because they can monitor whether all appropriate
documents have been submitted. This not only helps contractors monitor
their own documents but allows prime contractors to organize sub contractor
documents. As a result, payment to contractors is expedited.
