The $334 million initiative was approved by the Stanford Management Company and the Palo Alto City Council to extend Sand Hill Road from its current dead end, at the Stanford Shopping Center parking lot, to El Camino Real. This initiative included widening most of Sand Hill Road from two to four lanes. In addition, a 628-unit rental apartment complex for faculty and employees as well as 388 units of market-rate senior housing were built along that road. The project also expanded the Stanford Shopping Center by 80,000 square feet.

TRS provided project management and quality assurance inspection services for this project. TRS’ responsibilities included monitoring compliance with construction documents as well as City Council approved mitigation measures and conditions of approval. In addition, TRS performed reviews of plans, specifications, easements and other documents at various design milestones for a range of projects including road, sanitary sewers, parking lots and building site improvements.

By utilizing more than 100 years of combined public works program management experience, TRS successfully assisted the City of Palo Alto, delivering the project on time and within budget. As a result the controversial Stanford project, one of the largest developments in the city's history, is able to ease Palo Alto's housing crunch and improve Sand Hill Road's bottle-neck traffic. The alleviated traffic allows for more efficient emergency trips to Stanford medical facilities and many other benefits that are yet to be realized.
